Sustainable Community Development and Environmental Sanitation (SCODES)

Organizational Profile

Sustainable Community Development and Environmental Sanitation (SCODES) is a local not-for-profit organization founded on April 24, 2006, with a strong focus on public health and community development. The organization is legally registered with the Ministry of Foreign Affairs and accredited by relevant sector agencies to deliver public health-related interventions, particularly in water, sanitation, and hygiene (WASH). SCODES was established to address the needs of vulnerable and underserved communities by promoting healthier living conditions, improving access to basic public health services, and supporting sustainable, community-led development.

The organization’s work history further reflects its ability to collaborate with national and international partners, including UNICEF, the Ministry of Health, ZOA Refugee Care-Liberia, WaterAid Liberia, WFP, SOS Children’s Villages in Liberia, and the Liberia Health and Climate Resilience Consortium. SCODES has implemented cholera prevention and control activities, rehabilitated wells in cholera hotspot communities, trained community animators, supported public health response activities, and recently completed 86% implementation of a Safe Motherhood and WASH Integration project for quality maternal and newborn care in Tewor and Commonwealth Districts, Grand Cape Mount County, with WaterAid Liberia’s support. This broad experience positions SCODES as a credible and capable local partner for collaboration in public health, WASH, community mobilization, and emergency response programming.

SCODES management team brings to the public health field more than two decades of both individual and collective experience managing medium‑scale donor‑funded projects in WASH and Public Health in Liberia.  Prior to the establishment of SCODES, the Executive Director Mr. Yeabah served as Director of Environmental Health Division of the Ministry of Health for nearly 25 years. Similarly, other members of the Senior Management Team (SMT) have extensive work experience in both the Environment and Health Sectors. As one of the founding member of the Liberia Health and Climate Resilience Consortium (LiH-CRON), SCODES joins LiH-CRON members—including the Christian Health Assistance Programme (CHAP) Inc. which will be the Co-lead of this intervention.

SCODES’ mission is to work with vulnerable and unreached communities, including public health and educational institutions, to ensure improved health outcomes through awareness creation, advocacy, community engagement, and program implementation. The vision is centered on ensuring that disadvantaged populations have sustainable access to improved basic public health outcomes. Over the years, SCODES has developed technical capacity in WASH infrastructure, hygiene promotion, public health surveillance, case investigation, contact tracing, community mobilization, and humanitarian relief programming.

Work History Justifying Capacity for the Inteervention

SCODES has demonstrated a consistent record of implementing community-based public health and WASH interventions across Liberia since its establishment. Its early work included chlorinating 150 wells in the Somalia Drive/Gardnerville community with support from the Ministry of Health in 2006, constructing hand-dug wells, school latrines, and family latrines in Maryland County with UNICEF-Liberia, and organizing school health clubs while supporting the construction of 500 family latrines in Grand Gedeh County. These interventions show SCODES’ capacity to manage both hardware and software components of WASH programming, including infrastructure development, hygiene education, and community engagement.
